Nothing in this title— relieves any obligations existing as of the date of enactment of this Act of the Commonwealth government to repay any individual or entity from whom the Commonwealth government has borrowed funds, whether through the issuance of bonds or otherwise; limits the authority of Congress to exercise authority over the Commonwealth pursuant to article IV, section 3, clause 2 of the Constitution of the United States; or impairs the right of residents of the Commonwealth to express the preference of the residents regarding whether— to maintain the territorial status of the Commonwealth in existence as of the date of enactment of this Act; or to establish a permanent nonterritorial status with the United States.
