The Governor and the Legislative Assembly may not exercise any control, supervision, oversight, or review over the Authority or any activities of the Authority. In any action brought by, or on behalf of, the Authority, and in any action brought against the Authority— the Authority shall be represented by such counsel as the Authority may select; but in no case may the Authority be represented by the Secretary of Justice of the Commonwealth.
