Sec. 316. Funding for operation of Authority

The Authority shall submit to the Secretary for inclusion in the annual budget of the President a proposed budget for the Authority for each fiscal year. A budget submitted under paragraph
(1)shall describe— expenditures of the Authority by category, including expenditures for staff of the Authority; services of personnel and other services provided by or on behalf of the Authority for which the Authority made no reimbursement; and any gifts or bequests made to the Authority during the previous fiscal year. For fiscal year 2016 and each fiscal year thereafter, an amount may be obligated or expended by the Authority for a fiscal year only if the amount has been approved by an Act of Congress. As soon as practicable after the date of appointment of the members of the Authority, the Authority shall submit to the Governor and the President, for submission to Congress— a request for reprogramming of funds under the budget account for the Department of the Treasury; and a description of anticipated expenditures of the Authority for fiscal year 2015.
