The President, in consultation with the heads of relevant Federal agencies, is authorized to provide requested technical and operational assistance for the European Union and its member states, including assistance— to improve border management, including the screening of migrants; to increase capacity for refugee reception and processing in transit countries, especially in the Western Balkans; and to enhance intelligence sharing with European Union member states and Europol regarding criminal human trafficking, smuggling networks, and foreign fighters identification and movement.
