On transmittal of the recommendations of the Board from the Director to Congress under section 6, and not less frequently than annually thereafter, the Comptroller General of the United States shall— monitor and review the implementation activities of Federal agencies pursuant to section 7; and report to Congress any findings and recommendations for improvement of those activities.
