The President shall implement this Act in a manner consistent with the duties and responsibilities of the Office of the United States Trade Representative as the agency with primary responsibility for developing, and for coordinating the implementation of, United States international trade policy under section 141 of the Trade Act of 1974 ( 19 U.S.C. 2171 ). Section 660(b) of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2420(b) ) is amended— in paragraph (7), by striking the period at the end and inserting ; or ; and by adding at the end the following new paragraph: with respect to trade facilitation assistance, including training and technical assistance, provided under section 7 of the Global Gateways Trade Capacity Act of 2015 to customs and transportation authorities and personnel in recipient countries to implement priority trade capacity building assistance as defined by the Global Gateways Trade Capacity Act of 2015. .
