Of the funds appropriated in prior Acts making appropriations for the Department of State, foreign operations, and related programs under the heading Bilateral Economic Assistance, Funds Appropriated to the President, Economic Support Fund , $205,125,000 are rescinded. Of the funds appropriated in prior Acts making appropriations for the Department of State, foreign operations, and related programs under the heading International Security Assistance, Department of State, International Narcotics Control and Law Enforcement , $159,691,000 are rescinded.

None of the amounts in this section may be rescinded from amounts that were designated by Congress as an emergency requirement or for Overseas Contingency Operations/Global War on Terrorism pursuant to section 251(b)(2)(A)(ii) of the Balanced Budget and Emergency Deficit Control Act of 1985.
