Unobligated balances available from appropriations for fiscal years 2005 through 2010 are hereby permanently rescinded from the following accounts of the Department of Energy in the specified amounts: Energy Programs—Energy Efficiency and Renewable Energy , $16,677,000. Energy Programs—Electricity Delivery and Energy Reliability , $900,000. Energy Programs—Nuclear Energy , $1,665,000. Energy Programs—Fossil Energy Research and Development , $12,064,000. Energy Programs—Science , $4,717,000.
Power Marketing Administrations—Construction, Rehabilitation, Operation and Maintenance, Western Area Power Administration , $4,832,000. No amounts may be rescinded by this section from amounts that were designated by Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
