Sec. 2013. Technology demonstration and the distribution system

The Secretary shall establish a grant program to carry out eligible projects relating to the modernization of the electric grid, including the application of technologies to improve observability, advanced controls, and prediction of system performance on the distribution system. To be eligible for a grant under subsection (a), a project shall— be designed to improve the performance and efficiency of the future electric grid, while ensuring the continued provision of safe, secure, reliable, and affordable power; and demonstrate— secure integration and management of 2 or more energy resources, including distributed energy generation, combined heat and power, microgrids, energy storage, electric vehicles, energy efficiency, demand response, and intelligent loads; and secure integration and interoperability of communications and information technologies.
Projects conducted under subsection
(a)shall include the participation of a partnership consisting of 2 or more entities that— may include— any institution of higher education; a National Laboratory; a representative of a State or local government; a representative of an Indian tribe; or a Federal power marketing administration; and shall include not fewer than 1 of any of— an investor-owned electric utility; a publicly owned utility; a technology provider; a rural electric cooperative; a regional transmission organization; or an independent system operator. The Secretary shall ensure that not fewer than 1 project conducted under subsection
(a)is— a transactive energy project that implements a system of economic or control mechanisms that optimizes the dynamic balance of supply and demand across the electrical infrastructure, using economic value as a key operational parameter; and a valuation innovation project that evaluates or implements markets, rates, and other ways of appropriately valuing the grid services provided by demand response, energy efficiency, electric vehicles, storage, distributed generation, and other generation technologies to ensure— appropriate cost-recovery; reliability of the distribution grid; and increased penetration of demand response, energy efficiency, electric vehicles, storage, distributed generation, and other generation technologies. Each project conducted under subsection
(a)shall include the development of a cybersecurity plan approved by the Secretary. In carrying out this section, the Secretary shall identify best practices for the implementation of the 5 core concepts of the Department relating to the collection, use, disclosure, and retention of information, as described in the Voluntary Code of Conduct of the Department. The Secretary shall establish 1 or more working groups, to be composed of representatives of projects conducted under subsection (a), that shall— meet periodically to discuss implementation of the projects, including challenges and potential solutions held in common by the projects; and submit to the Secretary such information resulting from the meetings as the Secretary may require. The Secretary shall periodically publish reports and other appropriate materials based on the information provided by the working groups under paragraph (1)(B).
