Part B of title I of the Energy Policy and Conservation Act ( 42 U.S.C. 6231 et seq. ) is amended by adding at the end the following: The Secretary shall carry out an analysis, including detailed engineering studies, of the appropriate size and configuration of the Strategic Petroleum Reserve. After performing the analysis under subsection
(a)and subject to the availability of funds, the Secretary may provide funds for Strategic Petroleum Reserve infrastructure and distribution systems in order to optimize the ability of the Strategic Petroleum Reserve to protect the economy of the United States in an emergency supply situation. There is authorized to be appropriated to carry out this section $2,000,000,000 for the period of fiscal years 2016 through 2019. . The table of contents for the Energy Policy and Conservation Act is amended by inserting after the item relating to section 169 the following: Sec. 170. Optimization of emergency response capability of Strategic Petroleum Reserve. .
