The Comptroller General of the United States shall include in the annual report to Congress required under section 21 of the Joint Resolution entitled Joint Resolution increasing the statutory limit on the public debt , approved February 12, 2010 ( 31 U.S.C. 712 note), that is applicable to the first year beginning after the date of enactment of this Act a review of the duplication of services and functions between the Office of the Inspector General of the United States Postal Service, the Postal Inspection Service, and any other Federal agency.
