Not later than 1 year after the date of enactment of this Act, the Commission, in consultation with the Postal Service and in conjunction with the establishment of a new system for regulating rates and classes for market-dominant products under section 3622 of title 39, United States Code (as amended by section 301(b)(2) of this Act), shall by regulation direct the Postal Service to update its existing costing methodologies as necessary and appropriate to effectuate the changes to mail processing technologies and cost tracking that have occurred in recent years or are reasonably expected to occur in the foreseeable future.
