The purposes of this Act are to protect, conserve, and restore the oceans, coasts, and Great Lakes of the United States, ensuring present and future generations will benefit from the full range of ecological, economic, social, and recreational opportunities and services these resources are capable of providing. The Secretary and the Foundation may enter into such agreements as may be necessary to carry out the purposes of this Act.
