Section 202(c) of the Federal Power Act ( 16 U.S.C. 824a(c) ) is amended— in the first sentence, by striking
(c)During and inserting the following: During ; and by adding at the end the following: Subject to paragraph (3), any party subject to an order issued under this subsection or under subsection 224(b)(1) shall not be liable for actions carried out in compliance with the order. The waiver of liability under paragraph
(2)shall not apply in a case of gross negligence or willful misconduct. .
