In carrying out a program of the Department relating to solar energy or the conduct of solar energy projects using funds provided by the Department, the Secretary shall establish a program to undertake research that— identifies baseline avian populations and mortality; and quantifies the impacts of solar energy projects on birds, as compared to other threats to birds.
