The Secretary shall pay grants to eligible entities described in subsection
(b)to pay the Federal share of associated career skills training programs under which students concurrently receive classroom instruction and on-the-job training for the purpose of obtaining an industry-related certification to install energy efficient buildings technologies, including technologies described in section 307(b)(3) of the Energy Conservation and Production Act ( 42 U.S.C. 6836(b)(3) ). To be eligible to obtain a grant under subsection (a), an entity shall be a nonprofit partnership described in section 171(e)(2)(B)(ii) of the Workforce Investment Act of 1998 ( 29 U.S.C. 2916(e)(2)(B)(ii) ). The Federal share of the cost of carrying out a career skills training program described in subsection
(a)shall be 50 percent. There is authorized to be appropriated to carry out this section $10,000,000, to remain available until expended.
