Section 3(a) of the Act of June 9, 1930 (commonly known as the Knutson-Vandenberg Act; 16 U.S.C. 576b(a) ), is amended by striking The Secretary and all that follows through any purchaser and inserting the following: The Secretary of Agriculture shall require each purchaser . Section 3 of the Act of June 9, 1930 (commonly known as the Knutson-Vandenberg Act; 16 U.S.C. 576b ), is amended— by striking Such deposits and inserting the following: Amounts deposited under subsection
(a); by redesignating subsection
(c)as subsection (d); and by inserting before subsection (d), as so redesignated, the following new subsection (c): Amounts in the special fund established pursuant to this section— shall be used exclusively to implement activities authorized by subsection (a); and may be used anywhere within the Forest Service Region from which the original deposits were collected. The Secretary of Agriculture may not deduct overhead costs from the funds collected under subsection (a), except as needed to fund personnel of the responsible Ranger District for the planning and implementation of the activities authorized by subsection (a). .
