In applying this title, the Secretary concerned may not carry out salvage operations or reforestation activities on National Forest System lands or public lands— that are included in the National Wilderness Preservation System; that are located within an inventoried roadless area unless the reforestation activity is consistent with the forest plan; or on which timber harvesting for any purpose is prohibited by statute.
