Not later than 1 year after the date of enactment of this Act, the Secretary of Energy, in collaboration with the Secretary of State, shall develop and transmit to the Committee on Energy and Commerce and the Committee on Foreign Affairs of the House of Representatives and the Committee on Energy and Natural Resources and the Committee on Foreign Relations of the Senate the plan described in subsection (b). The plan referred to in subsection
(a)shall include— a recommended framework and implementation strategy to— improve planning and coordination with Canada and Mexico to enhance energy integration, strengthen North American energy security, and promote efficiencies in the exploration, production, storage, supply, distribution, marketing, pricing, and regulation of North American energy resources; and address— North American energy public data, statistics, and mapping collaboration; responsible and sustainable best practices for the development of unconventional oil and natural gas; and modern, resilient energy infrastructure for North America, including physical infrastructure as well as institutional infrastructure such as policies, regulations, and practices relating to energy development; and a recommended framework and implementation strategy to improve collaboration with Caribbean and Central American partners on energy security, including actions to support— more open, transparent, and competitive energy markets; regulatory capacity building; improvements to energy transmission and storage; and improvements to the performance of energy infrastructure and efficiency. In developing the plan referred to in subsection (a), the Secretaries may consult with other Federal, State, private sector, and international participants, as appropriate and consistent with applicable law.
