Section 1901(a) of title I of Omnibus Crime Control and Safe Streets Act of 1968 ( 42 U.S.C. 3796ff(a) ) is amended— in paragraph (1), by striking and at the end; in paragraph (2), by striking the period at the end and inserting ; and ; and by adding at the end the following: developing and implementing specialized residential substance abuse treatment programs that identify and provide appropriate treatment to inmates with co-occurring mental health and substance abuse disorders or challenges. .
