Sec. 3104. Hazardous materials training requirements and grants

Section 5107(e) is amended to read as follows: Subject to the availability of funds under section 5128(c), the Secretary shall make grants under this subsection— for training instructors to train— hazmat employees; employees who enforce the hazardous materials regulations; employees who respond to hazardous materials incidents; or a combination of the employees described in clauses
(i)through (iii); and to the extent the Secretary considers appropriate, for such instructors to train— hazmat employees; employees who enforce the hazardous materials regulations; employees who respond to hazardous materials incidents; or a combination of the employees described in clauses
(i)through (iii). Grants under this subsection shall be made on a competitive basis to organizations that— train on a not-for-profit basis— hazmat employees; employees who enforce the hazardous materials regulations; employees who respond to hazardous materials incidents; or a combination of the employees described in clauses
(i)through (iii); and demonstrate— expertise in conducting a training program for 1 or more of the groups of employees described in clauses
(i)through
(iii)of subparagraph (A); and the ability to reach and involve in a training program a target population of 1 or more of the groups of employees described in clauses

(iii)of subparagraph (A). .
