In this title: The term restoration , with respect to an ecosystem, means to carry out any activity that helps to recover, establish, or maintain the resilience or adaptive capacity of an ecosystem. The term restoration includes any activity described in subparagraph
(A)relating to— timber harvesting; thinning; prescribed fire; or other vegetation manipulation in the National Forest System. The term Secretary means the Secretary of Agriculture, acting through the Chief of the Forest Service.
