Section 203 of title 23, United States Code, is amended— in subsection (a)(1)— in subparagraph (B), by striking operation and inserting capital, operations, ; and in subparagraph (D), by striking subparagraph (A)(iv) and inserting subparagraph (A)(iv)(I) ; in subsection (b)— in paragraph (1)(B)— in clause (iv), by striking and at the end; in clause (v), by striking the period at the end and inserting a semicolon; and by adding at the end the following: the Bureau of Reclamation; and independent Federal agencies with natural resource and land management responsibilities. ; and in paragraph (2)(B), in the matter preceding clause (i), by inserting performance management, including after support ; and in subsection (c)(2)(B), by adding at the end the following:
