Sec. 133. Joint action plan to combat prejudice and discrimination and to foster inclusion

The Secretary is authorized to enter into a bilateral joint action plan with the European Union to combat prejudice and discrimination and to foster inclusion (referred to in this section as the Joint Action Plan ). The Joint Action Plan shall— address anti-Semitism; address prejudice against, and the discriminatory treatment of, racial, ethnic, and religious minorities; promote equality of opportunity for access to quality education and economic opportunities; and promote equal treatment by the justice system.
In developing the Joint Action Plan, the Secretary shall— leverage interagency policy expertise in the United States and Europe; develop partnerships among civil society and private sector stakeholders; and draw upon the extensive work done by the Organization for Security and Co-operation in Europe to address anti-Semitism. The Joint Action Plan may include initiatives for promoting equality of opportunity and methods of eliminating prejudice and discrimination based on religion, race, or ethnicity, including— training programs; regional initiatives to promote equality of opportunity through the strengthening of democratic institutions; public-private partnerships with enterprises and nongovernmental organizations; exchanges of technical experts; scholarships and fellowships; and political empowerment and leadership initiatives.
The Secretary shall task an existing Deputy Assistant Secretary with the responsibility for coordinating the implementation of the Joint Action Plan with his or her European Union counterpart. Any Joint Action Plan adopted under this section— shall not be legally binding; and shall create no rights or obligations under international or United States law. Nothing in this section may be construed to authorize— the Secretary to enter into a legally binding agreement or Joint Action Plan with the European Union; or any additional appropriations for the purposes and initiatives described in this section.
Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit a progress report on the development of the Joint Action Plan to the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives .
