It is the sense of Congress that— the Russian Federation is waging a propaganda war against the United States and our allies; and a successful strategy must be implemented to counter the threat posed by Russian propaganda. Not later than 120 days after the date of the enactment of this Act, and annually for the following 3 years, the Secretary, in consultation with appropriate Federal officials, shall submit an unclassified report, with a classified annex, to the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives that contains a detailed analysis of— the recent use of propaganda by the Government of Russia, including— the forms of propaganda used, including types of media and programming; the principal countries and regions targeted by Russian propaganda; and the impact of Russian propaganda on such targets; the response by United States allies, particularly European allies, to counter the threat of Russian propaganda; the response by the United States to the threat of Russian propaganda; the extent of the effectiveness of programs currently in use to counter Russian propaganda; a strategy for improving the effectiveness of such programs; any additional authority needed to counter the threat of Russian propaganda; and the additional funding needed to successfully implement the strategy referred to in paragraph (5).
