Beginning in fiscal year 2017, the Secretary shall— increase by 10 the number of fellows selected for the Charles B. Rangel International Affairs Program; increase by 10 the number of fellows selected for the Thomas R. Pickering Foreign Affairs Fellowship Program; and increase by 5 the number of fellows selected for the Donald M. Payne International Development Fellowship Program. Nothing in this section may be construed as authorizing the hiring of additional personnel at the Department beyond existing, projected hiring patterns.
