Subsection
(g)of section 824 of the Foreign Service Act of 1980 ( 22 U.S.C. 4064 ) is amended— in paragraph (1)(B), by striking to facilitate the and all that follows through Afghanistan, ; by striking paragraph (2); and by redesignating paragraph
(3)as paragraph (2). Subsection
(a)of section 61 of the State Department Basic Authorities Act of 1956 ( 22 U.S.C. 2733 ) is amended to read as follows: The Secretary of State may waive the application of section 8344 or 8468 of title 5, United States Code, on a case-by-case basis, for employment of an annuitant in a position in the Department of State for which there is exceptional difficulty in recruiting or retaining a qualified employee, or when a temporary emergency hiring need exists. . On the date on which the President’s annual budget request is submitted to Congress each year through 2022, the Secretary shall submit to the appropriate congressional committees a report that describes the implementation status of all rightsizing recommendations made by the Office of Management, Policy, Rightsizing, and Innovation of the Department related to overseas staffing levels, including whether each such recommendation was accepted or rejected by the relevant chief of mission and regional bureau.
