Not later than 6 months after the date of enactment of this Act, the Attorney General shall submit a report to Congress on a plan to assist State and local law enforcement agencies to improve training in use of force, identifying racial and ethnic bias, and conflict resolution, through the course of officers’ careers, which shall include the development of Field Training Program policies and the examination of ways to partner with national law enforcement organizations to promote consistent standards for high quality training and assessment. The report required under subsection
(a)shall contain best practices, model policies, and a training toolkit for local law enforcement, as well as free or reduced-cost courses for law enforcement agencies.
