All fee revenue in all of the accounts authorized under section 286 of the Immigration and Nationality Act ( 8 U.S.C. 1356 ), as of the day before the date of the enactment of this Act, shall be transferred to the general fund of the Treasury of the United States on the effective date described in section 3.
