Section 212 of the Second Chance Act of 2007 ( 42 U.S.C. 17532 ) is repealed. Section 231 of the Second Chance Act of 2007 ( 42 U.S.C. 17541 ) is amended— in subsection (g)— in the heading, by striking and inserting Elderly and family reunification for certain nonviolent offenders pilot program ; Program for certain aging offenders in paragraph (1)— by amending subparagraph
(A)to read as follows: The Attorney General shall conduct a program to place eligible aging offenders from Bureau of Prisons facilities on home detention until the expiration of the prison terms of the offenders. ; in subparagraph (B)— by striking pilot ; by striking elderly and inserting aging ; and by inserting , upon written request from either the Bureau of Prisons or an eligible aging offender after to home detention ; and in subparagraph (C)— by striking elderly and inserting aging ; and by striking pilot ; in paragraph (2), by striking elderly and inserting aging ; by striking paragraph (3); by redesignating paragraphs
(4)and
(5)as paragraphs
(3)and (4), respectively; in paragraph (3), as redesignated— by striking elderly each place the term appears and inserting aging ; and in the first sentence, by striking Congress and all that follows through paragraph (3). and inserting the following: Congress annually the number of inmates who applied for consideration under the program; the number of applications approved and the number denied at the facility level and the number of applications approved and the number denied by the Director; for those denied at either point, the statutory basis for the denial; the average length of time to adjudicate an application, from initial filing to final determination; and the cost savings associated with releasing aging inmates to home detention and additional ways to increase savings that could be achieved under the program without endangering public safety. ; in paragraph (4), as redesignated— in subparagraph (A)— in the heading, by striking and inserting elderly ; aging in the matter preceding clause (i), by striking elderly and inserting aging ; in clause (i), by striking 65 years and inserting 60 years ; and in clause (ii)— by striking that is not life imprisonment ; by striking the greater of 10 years or 75 percent and inserting ; and 2⁄3 by inserting , or in the case of an offender sentenced to life in prison, the offender has served 30 years after was sentenced ; by striking clause (iii); by redesignating clauses

(ii); and in clause (vi), as redesignated, by inserting , after reviewing the offender's age, health, and behavioral record in custody, after Prisons ; and in subparagraph (B), by striking April 9, 2008 and inserting November 1, 2014 ; and by adding at the end the following: Not later than 2 years after the date of enactment of the Second Chance Reauthorization Act , the Attorney General shall submit to Congress a report on the state of accessibility for inmates with mobility impairments at facilities operated by the Bureau of Prisons, which shall include a description of efforts being made to address any lack of accessibility identified. ; by striking subsection (h); by redesignating subsection
(i)as subsection (h); and in subsection (h), as so redesignated, by striking 2009 and 2010 and inserting 2016 through 2020 . Section 3624(c) of title 18, United States Code, is amended— in paragraph (5), in the second sentence, by inserting , and number of prisoners not being placed in community corrections facilities for each reason set forth before , and any other information ; and in paragraph (6), by striking the Second Chance Act of 2007 and inserting the . Second Chance Reauthorization Act Section 244 of the Second Chance Act of 2007 ( 42 U.S.C. 17554 ) is repealed. Section 245 of the Second Chance Act of 2007 ( 42 U.S.C. 17555 ) is amended— by striking 243, and 244 and inserting and 243 ; and by striking $10,000,000 for each of the fiscal years 2009 and 2010 and inserting $5,000,000 for each of the fiscal years 2016, 2017, 2018, 2019, and 2020 . Section 3621 of title 18, United States Code, is amended— by redesignating subsection
(g)as subsection (h); and by inserting after subsection
(f)the following: The term demonstrated to reduce recidivism means that the Director of Bureau of Prisons has determined that appropriate research has been conducted and has validated the effectiveness of the type of program on recidivism. A faith-based or community-based nonprofit organization that provides mentoring or other programs that have been demonstrated to reduce recidivism is eligible to enter into a recidivism reduction partnership with a prison or community-based facility operated by the Bureau of Prisons. The Director of the Bureau of Prisons shall develop policies to require wardens of prisons and community-based facilities to enter into recidivism reduction partnerships with faith-based and community-based nonprofit organizations that are willing to provide, on a volunteer basis, programs described in paragraph (2). The Director of the Bureau of Prisons shall submit to Congress an annual report on the last day of each fiscal year that— details, for each prison and community-based facility for the fiscal year just ended— the number of recidivism reduction partnerships under this section that were in effect; the number of volunteers that provided recidivism reduction programming; and the number of recidivism reduction programming hours provided; and explains any disparities between facilities in the numbers reported under subparagraph (A). . The amendments made by paragraph
(1)shall take effect 180 days after the date of enactment of this Act. Section 2978 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 ( 42 U.S.C. 3797w–2 ) is repealed. Part CC of title I of the Omnibus Crime Control and Safe Streets Act of 1968 ( 42 U.S.C. 3797q et seq. ) is repealed.
