Section 886 of the National Defense Authorization Act for Fiscal Year 2008 ( 10 U.S.C. 2302 note) is amended— in subsection (a), by inserting and except as provided in subsection (d), after subsection (b), ; and by adding at the end the following new subsection: The authority under subsection
(a)shall not be available for the procurement of any good that is contained in the procurement catalog described in section 8503(a) of title 41, United States Code, in Afghanistan if such good can be produced and delivered by a qualified nonprofit agency for the blind or a nonprofit agency for other severely disabled in a timely fashion to support mission requirements. . Section 801 of the National Defense Authorization Act for Fiscal Year 2010 ( Public Law 111–84 ; 123 Stat. 2399) is amended— in subsection (a), by inserting and except as provided in subsection (h), after subsection (b), ; and by adding at the end the following new subsection: The authority under subsection
