Section 4811(c) of the Atomic Energy Defense Act ( 50 U.S.C. 2791(c) ) is amended— by striking to such laboratories and inserting to a national security laboratory ; by striking not to exceed 6 percent and inserting of not less than 5 percent and not more than 7 percent ; and by striking by such laboratories and inserting by the laboratory . Not later than February 28, 2016, the Administrator for Nuclear Security shall provide a briefing to the congressional defense committees on— all recent or ongoing reviews of the laboratory-directed research and development program, including such reviews initiated by the Secretary of Energy; costs and accounting practices associated with laboratory-directed research and development; and how laboratory-directed research and development projects support the mission of the National Nuclear Security Administration.
