Together with the budget of the President submitted to Congress under section 1105(a) of title 31, United States Code, for each of fiscal years 2017, 2018, and 2019, the Director of the Office of Management and Budget shall submit to the appropriate congressional committees— a certification that the cost share between the Air Force and the National Reconnaissance Office for the evolved expendable launch vehicle launch capability program equitably reflects the appropriate allocation of funding for the Air Force and the National Reconnaissance Office, respectively, based on the launch schedule and national mission forecast; and sufficient rationale to justify such cost share.
In this section, the term appropriate congressional committees means— the congressional defense committees; the Permanent Select Committee on Intelligence of the House of Representatives; and the Select Committee on Intelligence of the Senate.
