Beginning in fiscal year 2016 and each fiscal year thereafter, the Secretary shall conduct under the Outer Continental Shelf Lands Act ( 43 U.S.C. 1331 et seq. ) 1 or more oil and gas lease sales in— the Cook Inlet Planning Area; and the portion of the Beaufort Planning Area located within 3 nautical miles of the seaward boundary of Alaska.
