The Comptroller General of the United States shall— conduct more accurate estimates of the cost of complying with major Federal rules relating to offshore energy development and production activities on the outer Continental Shelf; and submit to the appropriate committees of Congress a report describing the results of the estimates calculated under paragraph (1).
