Title VI ( 20 U.S.C. 7301 et seq. ) is amended by inserting before part A of title VI, the following: The purposes of this title are— to support State and local innovation in preparing all students to meet challenging State academic standards under section 1111(b); to provide States and local educational agencies with maximum flexibility in using Federal funds provided under this Act; and to support education in rural areas. .
