The percentage and number ranges described in subparagraphs
(B)and
(C)of subsection (c)(2) shall be applied with respect to fiscal years 2016, 2017, 2018, 2019, 2020, and 2021 as such percentages and numbers were in effect on the day before the date of the enactment of the Student Success Act. For fiscal year 2022 and each subsequent fiscal year, the percentage and number ranges described in subparagraphs
(B)and
(C)of subsection (c)(2) shall be applied as such percentages and numbers were in effect on the day before the date of the enactment of the Student Success Act unless the Secretary certifies that amendments made to such percentages and numbers by the Student Success Act will not result in harm to any school district. .
