Section 502 of the Incentive Grants for Local Delinquency Prevention Programs Act of 2002 ( 42 U.S.C. 5781 ) is amended— in the section heading, by striking and inserting Definition ; and Definitions by striking this title, the term and inserting the following: “this title— the term mentoring means matching 1 adult with 1 or more youths (not to exceed 4 youths) for the purpose of providing guidance, support, and encouragement aimed at developing the character of the youths, where the adult and youths meet regularly for not less than 4 hours each month for not less than a 9-month period; and the term .
