The Secretary may enter into a cooperative agreement (within the meaning of chapter 63 of title 31, United States Code) with any State, tribal, local governmental, and private entity to carry out this Act. Cooperative agreements authorized under this section may— improve trail maintenance in a priority area; implement the strategy; or advance trail maintenance in a manner deemed appropriate by the Secretary.
