There are authorized to be appropriated to carry out this Act— $500,000,000 for fiscal year 2016; $525,000,000 for fiscal year 2017; $550,000,000 for fiscal year 2018; $575,000,000 for fiscal year 2019; and $600,000,000 for fiscal year 2020.
