Section 2112(b) of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 6612(b) ) is amended— in paragraph (5)(B), by inserting and principals after to ensure that teachers ; by amending paragraph
(6)to read as follows: A description of how the State educational agency will encourage the development of proven, innovative strategies to deliver intensive professional development programs that are both cost-effective and easily accessible, such as— strategies that involve delivery through the use of technology, peer networks, and distance learning; providing protected release time for educators to engage in collaborative team-based learning multiple times per week or several hours per week; and leveraging resources such as teaching or leadership standards, formative assessments, teacher portfolio processes, evidence-based instructional practices, and educator development protocols to guide educator learning. ; by amending paragraph (7)(A) to read as follows: A description of how the State educational agency will ensure compliance with the requirements for professional development activities described in section 9101 and— include educator input, including that of teachers and principals, in the development, implementation, and revision of the system of professional learning; conduct a formal evaluation system under section 2113(c)(5) to evaluate the effectiveness of the system of professional learning described in paragraph
(13)using funds under this subpart and subpart 2; and prepare, support, utilize, and incentivize internal principals, assistant principals, teacher leaders, coaches, or content experts to facilitate school-based professional learning. ; in paragraph (8)— by striking teachers and inserting educators ; and by inserting and aligned with the individualized professional development goals informed by educator evaluations described in section 2113(c)(4) after subpart 2 ; and by adding at the end the following new paragraph: A description of how the State educational agency will assist schools that choose to create and implement the teacher and principal evaluation system described in section 2113(c)(4). .
