There is authorized to be appropriated to carry out this Act $50,000,000 for each of fiscal years 2017 through 2021. Of the amount appropriated under this subsection, 80 percent shall be reserved for use by the Director of the Bureau of Prisons to implement the System under section 106 and the amendments made by that section. It is the sense of Congress that any savings associated with reducing recidivism and reducing the prison population that result from this title should be reinvested into further expansion of recidivism reduction programs and productive activities by the Bureau of Prisons.
