Section 104 of the North Korean Human Rights Act of 2004 ( 22 U.S.C. 7814 ) is amended— in subsection (a), by striking radios capable of receiving broadcasting and inserting radio, Internet, and electronic mass communications capable of receiving content ; and by adding after subsection
(c)the following new subsection: Not later than 180 days after the date of the enactment of this subsection, the President shall submit to the appropriate congressional committees a report setting forth a detailed plan for making unrestricted, unmonitored, and inexpensive, radio, Internet, and electronic mass communications available to the people of North Korea. The report required by paragraph
(1)shall be submitted in unclassified form, but may contain a classified annex. .
