Amounts made available by section 101 for Broadcasting Board of Governors—International Broadcasting Operations , Bilateral Economic Assistance—Funds Appropriated to the President—Economic Support Fund , International Security Assistance—Department of State—International Narcotics Control and Law Enforcement , International Security Assistance—Department of State—Nonproliferation, Anti-terrorism, Demining and Related Programs , and International Security Assistance—Funds Appropriated to the President—Foreign Military Financing Program shall be obligated at a rate for operations as necessary to sustain assistance for Ukraine to counter external, regional aggression and influence, including for the costs of authorized loan guarantees.
