Sec. 4202. Treatment of essential employees during furloughs

In this section, the term essential employee means an employee of the Administration who performs work involving the safety of human life or the protection of property, as determined by the Administrator. In implementing spending reductions under Federal law, the Administrator may furlough 1 or more employees of the Administration, except an essential employee, if the Administrator determines the furlough is necessary to achieve the required spending reductions. The Administrator may transfer budgetary resources within the Administration to carry out subsection (b), except that the transfer may only be made to maintain essential employees.
