Sec. 406. Preference for contracts with local and State governments for shared performance of maintenance and administrative functions at military installations

Using funds appropriated to a military department for operation and maintenance, the Secretary of that military department is authorized and encouraged to enter into contracts or other agreements for the performance of maintenance and administrative functions at military installations in the United States under the jurisdiction of the Secretary with a proximately located local or State government, or combination of such governments, in order to utilize the government’s efficiencies in already performing such functions for the general public and to reduce the cost to the Federal Government of providing or procuring such functions.
The Secretary of a military department shall ensure that each contract and agreement entered into under this section is consistent with the security plan for the military installation.
