Any funds made available by this Act or any other Act may be used by a health care delivery system that furnishes services predominantly through facilities of the Federal Government for payment for or delivery of in vitro fertilization treatments only if such treatments do not result in the discarding or destruction of viable human embryos before embryo transfer.
