Section 1265D of the Food Security Act of 1985 ( 16 U.S.C. 3865d ) is amended by adding at the end the following: The Secretary shall ensure that, of funds made available to carry out this subtitle, not less than 40 percent are used to carry out each of sections 1265B and 1265C. .
