Not later than two years after the enactment of this Act, and subject to valid existing rights and consistent with this section, the Secretary of the Interior shall grant a title V right-of-way to Uintah County for public travel and access upon all Class D roads, as claimed by the Uintah County on its duly adopted 2016 transportation map, and as described by GPS centerline description on file with Uintah County as a January 1, 2016, and that are also identified on the 2008 Vernal Resource Management Plan Transportation Plan.
