The relevant Secretary may acquire land or interest in land within the boundaries of the wilderness areas designated by section 101 only by donation, exchange, transfer from another Federal agency, or purchase from a willing seller. At the request of the State of Utah, not later than two years after the date of enactment of this Act, the relevant Secretary shall complete exchanges for State land located within the boundaries of the wilderness areas designated by this title. Within the areas designated as wilderness by this title, the use of eminent domain or condemnation shall be prohibited.
Any land or interest in land located inside the boundary of a wilderness area that is acquired by the United States after the date of enactment of this Act, except land acquired by the United States in trust for the benefit of a tribe, shall be added to, and administered as part of the wilderness area.
